I can't seem to figure out how to start Plot Against Starclan, or it's prerequisites, please help!!!

Did you complete every other subquest? If you did, talk to Firestar and go to the WindClan border. Firestar won't say anything unusual, but there should be a white cat at the border who you can talk to.

Thanks...But wait, do you have to talk to Firestar? Or will the rogue be there if you don't?

Yeah, but I remember having to talk to Firestar before seeing the rogue on the border. He didn't say anything unusual or anything though so I'm not sure if you actually have to talk to him.
