A list of free programs you may use to create drawing, icons, and graphics:
Gimp:
www.gimp.org/windows/
Paint.net: www.getpaint.net/
Seashore: www.freemacware.com/seashore
SmoothDraw: www.smoothdraw.com/product/index.htm
You may also invest in Photoshop, Coral Painter, Open Canvas, Project Dogwaffle, and Paint Tool SAI. Of those listed, some may offer free trial versions of the product.
When creating graphics, you may use either a mouse or a drawing table to assist you. Wacom offers drawing tablets ranging in specialty and additionally offers select packages with drawing software, and they seem to work well with virtually any program.
After creation, you will need to upload your artwork to a site if you wish to use it. Here is a list of sites that will let you upload pictures without an account:

Tinypic: tinypic.com/
Blingee: blingee.com/
The following require you to register and obtain an account:
Photobucket: photobucket.com/
Servimg: www.servimg.com/
Deviantart: www.deviantart.com/

Please remember that getting images off Google and ilk are not free of copyright, as Google states "Images may be subject to copyright." If you use an image that is copyrighted without permission, it may be considered illegal usage, even if you are giving credit.
Additionally, please avoid art theft. Art theft is when you alter or claim someone else's work as your own.

To make sure that the images you are receiving are free, go to >>Search>>Advanced Search<< and select "Only search within Creative Commons-licensed content" and "Find content to adapt, modify, or build upon."
