Okay here's another guide on cave story.
to get the bubble line weapon
you'll first need to get some jelly fish juice 
<--- that. by killing the queen jelly fish: 
in the bushlands / grasstown. after obtaining the juice go to the mimiga village 
and head to the town hall in there should be a fire place, go over to it and use the jelly fish juice on it and you will obtain the bubble line/bubbler
